Can you use 20 watt bulbs in 40 watt fixture?

I recently purchased the Cooper Lighting #SSF240 Lighting fixture. It says that it uses 40W T12 bulbs, but the bulbs that I purchased are 20W T12 blacklight bulbs. Can I use them safely together?
