Yellow jackets keep rebuilding beehive in the same place after I destroy it?

Everyday I see that the bees (Yellow Jackets) have rebult or started rebuilding there beehive in the same place in the old unused light fixture right under the awning of the door way entrance to the garage. I know it down and spray with the spray and the next day I see they are rebuilding the hive again..... How do I get rid of them. I was told that once you destroy a hive they never rebuild in the same place????? Obviously I see that's not true..... Someone please help!!!! Please
