In regard to the recent drowning off of Alameda Island,why was it in the first respond rules to get the paper?

work with names, identifications,and addresses first before the attempt to rescue? The mother told them that her son was a mental patient, confused and stated that he wanted to drown himself. Because it would be outside the government directives, they just stood and watched as the poor soul drowned. Then and only then did they go, but not as a rescue but a recovery. Can you see where this GD Liberal policies have brought us to!
